On June 20, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, visited the University of Electronic Science and Technology of China (UESTC) to engage in discussion with faculty and students. She called for concerted efforts to thoroughly implement General Secretary Xi Jinping's important discourses on education and his series of important instructions for Sichuan's work, fully deliver the basic task of fostering virtue through education, strive to develop education that meets the people's expectations, give full play to the university's role as a mainstay in scientific research and innovation, promote the integrated development of technology, education, talent cultivation and industrial advancement, and work together to better serve national major strategies while striving for new achievements in Sichuan's high-quality development.

During the symposium, President of UESTC Hu Jun reported on the institution's development progress, and faculty representatives Zhou Qiang and Zhou Yun, along with student representatives Yin Qianli and Wu Fan, delivered remarks, respectively. After attentively listening to all presentations, Shi Xiaolin, on behalf of the provincial Party committee and the provincial government, expressed gratitude to UESTC for its active contributions to Sichuan's development. She then elaborated on the guiding principles from the seventh plenary session of the 12th CPC Sichuan Provincial Committee, provided an overview of Sichuan's socioeconomic progress, and outlined the overarching considerations and priority directions for advancing high-quality development across the province.

Shi Xiaolin said that Sichuan bears significant responsibilities in serving the country's overall development interests. We have resolutely shouldered the mission entrusted to Sichuan by General Secretary to build "two highlands, two bases, and one shield" and thoroughly implemented the decisions and arrangements of the Party Central Committee and the State Council. By advancing the development strategy of "synchronized development of new industrialization, information technology application, urbanization, and agricultural modernization, urban-rural integration, and common prosperity of five zones", we have made all-out efforts to boost the economy and advance construction, developed new quality productive forces in light of local conditions, and solidly promoted high-quality development, thus laying a solid foundation for a good start to the 15th Five-Year Plan (2026-2030).

Shi Xiaolin noted that Sichuan will actively integrate into and contribute to the national overall development strategy, steadfastly advancing Sichuan's modernization under the guidance of Chinese modernization. Building upon Sichuan's unique advantages, we will elevate the province's developmental standing and competitiveness through in-depth and concrete implementation of major national strategies, including developing the national strategic hinterland, advancing the large-scale development of the western region in the new era, and building the Chengdu-Chongqing economic circle. We will maintain an unwavering strategic commitment to high-quality development, holistically balance the relationship between economic growth rate and development quality, efficient market and competent government, as well as immediate needs and long-term vision, and continuously enhance governance capacity. In our key initiatives, we will leverage scientific and technological innovation to spearhead the development of new quality productive forces, adopt an innovation-first approach, support national scientific capabilities with comprehensive services and safeguards, strengthen original and pioneering technological breakthroughs, vigorously promote the application of research outcomes, and consistently accumulate new momentum for high-quality development. We will accelerate the development of a modern industrial system with distinctive Sichuan characteristics, focus on building six trillion-level industries, cultivate national advanced manufacturing and strategic emerging industrial clusters, drive the cluster ecosystem-building and chain-strengthening in key sectors, and optimize and enhance the industrial ecology. Work will be done to steadfastly deepen reform and expand opening up, take solid steps to advance major reform tasks mandated by the Party Central Committee and provincial Party committee, and promote integrated reform of institutions and mechanisms pertaining to education, science and technology, and talent. Concurrently, efforts will be made to strengthen the development of open corridors, platforms, and functional capabilities to enhance the quality and efficiency of the open economy. We should dedicate significant care and effort to safeguarding and improving people's wellbeing, ensure public services follow population flows, and establish more high-quality schools, hospitals, and community centers in neighborhoods. Great efforts will be made to implement the employment-first strategy, particularly in creating quality job opportunities for college graduates and young people and using every available means to help students find good jobs quickly after graduation. We must effectively stick to the bottom line of safety, earnestly carry out initiatives in workplace safety, forest and grassland fire prevention and control, flood and disaster mitigation, as well as geological disaster management, and continuously enhance intrinsic safety standards through technology-driven solutions.

Shi Xiaolin expressed hope that the UESTC would remain committed to cultivating talent for the Party and the country, foster a virtuous cycle between homegrown technological innovation and independent talent cultivation, break through more critical technological bottlenecks, and expedite progress toward becoming a world-class university with Chinese characteristics. She hopes that students will aim high yet stay down-to-earth, embrace innovation and creativity, realize their personal ideals and values by contributing to the overall interests of the country and the people, and channel their youthful vigor into driving forward Chinese modernization.
