From June 22 to 24, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made an inspection tour in Liangshan Prefecture. During the inspection, she emphasized the need to keep firmly in mind the earnest instructions of General Secretary Xi Jinping, thoroughly implement the arrangements set by the central authorities and the requirements of the provincial Party committee, strengthen distinctive and advantageous industries based on regional resource and energy endowments, effectively improve infrastructure conditions, strive for consolidating and expanding the achievements of poverty alleviation, actively promote the all-around rural revitalization, continuously enhance the sense of fulfillment, happiness, and security among people of all ethnic groups, and steadily drive new and greater results in the high-quality development of ethnic minority regions.

Shi Xiaolin visited multiple places such as Mianning, Zhaojue, Meigu, Butuo and Xichang, and inspected work related to scientific and technological innovation, energy construction, resource development, comprehensive transportation systems, industrial cultivation, paired assistance programs, and livelihood security initiatives.

Highlighting that Liangshan Prefecture has undergone transformative changes since the poverty alleviation campaign, Shi Xiaolin stressed the need to solidly carry out the work during the final year of the transition period, continuously consolidate and expand the achievements of poverty alleviation, and firmly guard against new occurrences of poverty or large-scale relapse into poverty. We should implement robust support measures for 39 underdeveloped counties, particularly the nine most disadvantaged ones, focus on industrial development and talent cultivation, strengthen collaboration between the eastern and western regions, and coordinate resources such as science and technology task forces, medical experts, and "silver-aged" volunteers to enhance targeted, group-based assistance and continuously improve the quality and effectiveness of these initiatives. Work should be done to continuously strengthen self-sustaining development capacity. Measures include identifying and cultivating competitive local specialty industries as key growth drivers, attracting and nurturing high-level leading enterprises to develop intensive and deep processing of agricultural products in nearby areas, promoting suitable farm machinery and equipment, improving critical infrastructure such as drying facilities, cold chain logistics and quality inspection systems, extending industrial chains, optimizing ecosystems, strengthening brand development, improving farmer participation and benefit-sharing mechanisms to ensure stable income growth for rural residents, and expanding collective economies. Employment forms the cornerstone of people's wellbeing and a pillar of livelihood security. We should align skills training with the needs of market entities and leading industries, expand job opportunities through various channels such as assistance workshops, work relief programs, and organized labor export, and ensure stable employment for those lifted out of poverty. We should learn from and apply the experience of the Green Rural Revival Program, employ a holistic and systematic approach to advancing the "five revitalizations" of rural industries, talent, culture, ecology and organizations, promote balanced allocation of public services based on demographic shifts and needs, facilitate the sharing of quality education and medical resources, ensure children in ethnic minority areas have opportunities to realize their potential, continue to improve the management of school meal programs, strengthen efforts in drug control and HIV/AIDS prevention, as well as in changing outdated social mores, and endeavor to build a beautiful and harmonious countryside for people to live and work in.

Shi Xiaolin emphasized the imperative to accelerate the transformation of ethnic minority regions' unique resource advantages into drivers of high-quality development. Efforts should be made to vigorously promote the integrated development of hydropower, wind power, solar energy, and energy storage systems, accelerate the construction of power generation facilities and grid infrastructure, and actively develop the "green power + computing power + industrial parks" model to foster clustered development in clean energy-related industries. Work should be done to push forward the new round of prospecting breakthrough strategy, effectively leverage the multi-tiered (provincial, municipal, and county-level) coordinated and diversified investment mechanism, integrate mineral development with industrial growth, strengthen industry-academia-research collaboration and new-type technological transformation, and continuously enhance the comprehensive development and utilization of strategic mineral resources such as vanadium-titanium and rare earth. Efforts must be made to serve and guarantee the high-quality operation of major national science and technology infrastructure while pooling more high-caliber research forces to expedite the generation and frequent emergence of influential innovations. Liangshan should thoroughly implement the guiding principles from the seventh plenary session of the 12th CPC Sichuan Provincial Committee, drive deeper cultural-tourism integration, fully leverage its unique endowments, including natural landscapes, ethnic cultures, and revolutionary heritage, cultivate high-impact market players and deliver premium tourism products, accelerate "fast-access, slow-travel" transport networks, curate high-quality themed itineraries, such as scenic tours, wellness retreats, study trips, and science literacy tourism, and establish tourism as a pillar industry that elevates people's wellbeing and happiness, thus contributing to enhancing the "Splendid Tianfu, Leisurely Sichuan" brand.

Shi Xiaolin stressed that as it is currently in the critical flood season, all-out efforts must be made to ensure effective flood control, disaster reduction, and geological disaster prevention and management, rigorously implement closed-loop management measures including "alert-response-implementation report" mechanism and emergency evacuation procedure, and ensure that all parties involved assume their respective responsibilities to guarantee public safety throughout the entire flood period.
